Abstract


The aim of this paper is to provide a critical review of the main diagnosis of the so-called Italian economic decline, and to analyse the interpretation as well as the proposals to tackle it made by the Confederazione Generale Italiana del Lavoro (CGIL) from 2003 to 2013.Our hypothesis is that the CGIL was able to demonstrated an in depth analysis on the issues regarding the Italian economic development model, and to stress its structural weaknesses such as labour market flexibilisation, lack of investment and of industrial policies as well as the reduction in public intervention. The CGIL's proposals were evaluated through the analysis of the Rassegna Sindacale (the weekly union publications), the congressional documents, and the Piano del Lavoro (Program for Jobs).
